The Certificate of Proficiency has proven to be a useful tool in helping the public identify licensed psychologists whose scope of competence includes the treatment of patients for alcohol and substance use disorders. A growing number of state agencies have cited the Certificate of Proficiency. Those states include:
Georgia's Department of Human Resources has approved the APA Practice Organization's Certificate of Proficiency in the Treatment of Alcohol and Other Psychoactive Substance Use Disorders as one way in which licensed psychologists may be included in the Registry of Clinical Evaluators and the Registry of Substance Abuse Treatment Providers who evaluate and treat DUI offenders. Hawaii's Department of Health, Division of Alcohol and Drug Abuse has approved the APA Practice Organization's Certificate of Proficiency in the Treatment of Alcohol and Other Psychoactive Substance Use Disorders for use by licensed psychologists who wish to be recognized as "certified substance abuse staff." Indiana's Division of Mental Health has approved the APA Practice Organization's Certificate of Proficiency in the Treatment of Alcohol and Other Psychoactive Substance Use Disorders for use by licensed psychologists who wish to obtain "addiction services provider" status under the Indiana Administrative Code Rule on Addiction Services Provider Certification. New Hampshire's Division of Mental Health & Developmental Services has included the APA Practice Organization's Certificate of Proficiency in the Treatment of Alcohol and Other Psychoactive Substance Use Disorders as one way in which licensed psychologists may be included to receive referrals from the Impaired Driver Intervention Program (IDIP). North Carolina's Substance Abuse Professional Certification Board has granted APA Practice Organization's College of Professional Psychology "Deemed Status" for its Certificate of Proficiency in the Treatment of Alcohol and Other Psychoactive Substance Use Disorders. North Carolina Licensed Psychologists who hold the Certificate of Proficiency will qualify for certification as a Clinical Addictions Specialist by the North Carolina Substance Abuse Professional Certification Board. Vermont's Office of Alcohol and Drug Abuse Programs (Project CRASH), under the Department of Health, has included the Certificate of Proficiency in the Treatment of Alcohol and Other Psychoactive Substance Use Disorders as one way in which licensed psychologists can be included in Vermont's treatment panel for clients enrolled as part of their Project CRASH treatment program. Wisconsin’s Department of Health and Family Services, Bureau of Substance Abuse Services includes the Certificate of Proficiency in the Treatment of Alcohol and Other Psychoactive Substance Use Disorders as one way to qualify a licensed psychologists as a “clinical supervisor” under CS #HFS 75.02(1).
